The objective of quality assurance is to ensure children in care in early childhood programs have positive experiences and interactions that nurture their healthy development. Monitoring quality provides the evidence programs need to help them meet standards and requirements.

mMET Technical Assistance Tool

The mobile Monitoring and Evaluation Tool (mMET) is an advanced, easy-to-use software program designed by the ICF Early Education Institute™ to assist with the collection, analysis, and reporting of licensing, inspection, accreditation, QRIS, and other monitoring information. The ICF Early Education Institute™ can help you optimize mMET to make a difference in your evaluation and quality assurance initiatives.

Continuous Quality Improvement for Child and Youth Programs

Establishing and maintaining high-quality care and education for young children are among the goals of all early childhood programs. To reach these goals—and help provide positive outcomes for children—states and other localities need accurate, timely data to enable them to monitor quality in early childhood environments. Several initiatives, such as Quality Rating and Improvement Systems, are requiring data collection across multiple early care and education settings, which can be particularly challenging.

In collaboration with the U.S. Navy Child and Youth Programs, a Continuous Quality Improvement (CQI) Plan was developed and implemented to address the Navy’s goals for increased quality, efficiency, and accountability. This included revision of the Navy’s current inspection criteria and revision and/or creation of checklists, tools, and surveys to reflect the latest criteria and inspection process. ICF also designed a cutting-edge software program—the mobile Monitoring Evaluation Tool (mMET)—to assist with the collection, analysis, and reporting of inspection data. This tool streamlines data collection in a number of ways, including the following:

  • Results are entered once in an electronic format, thereby reducing time spent completing paperwork and eliminating the need for hard copies and hand-written notes.
  • Reference materials are available electronically so that decisions can be made more quickly.
  • Commonly used analyses and reports are programmed into the tool to automate both analysis and reporting functions.
