The ICF Early Education Institute™ works with clients to design and conduct research in the field of early education that leads to higher quality programs for young children and their families. Our research capabilities and services include:
- Program evaluation, including needs assessments, surveys, benchmarking, and functional cost analysis
- Assessment of the quality of research and its evidence
- Assessment of curricula and its implementation and training
- Development of program performance standards and program monitoring protocol
Additionally, we provide support for research panel/grant reviews, research/consortia meetings, and conferences; create consultant cadres; and manage data coordinating centers. Our staff uses state-of-the art qualitative and quantitative methodologies, and specialize in translating research to practice. We develop effective practitioner friendly materials and products, and create effective research reports and briefs.

Ohio CCR&R Functionality Assessment
ICF and the National Child Care Information and Technical Assistance Center (NCCIC) conducted an assessment of Ohio’s Child Care Resource and Referral (CCR&R) System. We developed a comprehensive profile of the existing CCR&R System, conducted benchmarking of other CCR&R systems, conducted a functional cost analysis, and developed performance measures and resources. A report of findings and recommendations was developed for the client that identified the strengths and challenges of the CCR&R System and effective ways to enhance the future structure and service delivery.
U.S. House of Representatives Child Care Study
ICF worked with the U.S. House of Representatives Child Care Center (HRCCC) to assess the current and future need for child care, particularly for infants, at the HRCCC, and to develop viable options for the possible expansion of child care services. The project included comprehensive data collection, analysis of current and future child care needs, and the development of architectural alternatives, including costs for expansion and renovation of the current center. Additional tasks included the development of transition plans and an analysis of outsourcing services.
