ICF International Awarded USDA Contract

Work Will Support Rural Development Housing Voucher Demonstration Program

Fairfax, Virginia, September 22, 2010 -

ICF International (NASDAQ:ICFI), a leading provider of consulting services and technology solutions to government and commercial clients, has been awarded a $12 million re-compete contract by the U.S. Department of Agriculture (USDA) to support the department's Rural Development Housing Voucher Demonstration Program (RD Voucher Program). The contract has a term of one base year and three option years.

The RD Voucher Program provides rental-housing vouchers to tenants in federally financed, rural multifamily properties when owners' loans are prepaid or foreclosed. ICF will support USDA with the administration and management of the RD Voucher Program, including the documentation of tenant eligibility and payments, tracking and reporting of voucher utilization, support to tenants and owners through a call center, and establishment of systems for eventual management of a permanent program by USDA. Further, ICF will coordinate the development and delivery of rent comparability studies to establish appropriate rent ceilings for the vouchers.

"The award of this contract continues ICF's strong history supporting USDA Rural Development in its efforts to preserve and extend the availability of affordable rental housing in rural areas and build healthy rural communities," said Eric Oetjen, senior vice president for ICF International.

ICF International works nationwide with public and private organizations that make affordable housing available in low-income communities and promote equitable economic development. Clients include government agencies at the federal, state, and local levels; tribes; public housing agencies; foundations and nonprofit organizations; lending institutions; trade associations; and private enterprises.
