ICF International Names Seth Hulkower Senior Vice President
Appointment Strengthens ICF Electric Distribution and Implementation Services
Fairfax, Virginia, December 10, 2012 -
ICF International, a leading provider of consulting services and technology solutions to government and commercial clients, has named Seth Hulkower to the position of senior vice president in ICF’s Energy, Environment, and Transportation group.
A senior executive with more than 25 years of experience, Mr. Hulkower has had increasingly expanding levels of leadership responsibility in electric utility operations and management, project development, power pool operations, power contract negotiations, utility regulation, and power plant design and construction.
Mr. Hulkower will lead the design and implementation of a strategy to expand ICF’s business in the distribution arena for electric operations, customer operations, and business process outsourcing.
“Seth Hulkower brings to ICF deep expertise and experience in all facets of the electric distribution business as well as an extensive network of related industry participants both inside and outside of the United States,” said Sergio Ostria, executive vice president for ICF International. “Working with senior subject matter experts and other key staff at ICF, he will lead the design and implementation of a strategy to greatly expand ICF’s business in the distribution arena.”
As chief operating officer of Long Island Power Authority (LIPA) from 1996 to 2007, Mr. Hulkower was responsible for the day-to-day operation of one of the nation’s largest public power utilities, with more than 1 million customers and more than $3 billion in annual revenues. Immediately before joining ICF, Mr. Hulkower held the position of president of Strategic Energy Advisors, LLC, a privately held consulting firm focused on the regulatory and technology challenges faced by businesses in an evolving energy market.
Mr. Hulkower is a member of the American Society of Mechanical Engineers. He has been a board member of the Electric Power Research Institute and a member of the Large Public Power Council steering committee.
Mr. Hulkower has a master’s degree in technology and policy from Massachusetts Institute of Technology in Cambridge, Mass., and bachelor’s degrees in mechanical engineering and in economics from Tufts University in Medford, Mass.
