Expert in Counterterrorism and National Security
FAIRFAX, VA, June 29, 2006 –ICF
International announced today that Robert M. Blitzer
joined the firm as a vice president and expert in
law enforcement, counterterrorism, counterintelligence,
and emergency
preparedness.
Mr. Blitzer served for more than 26 years as
a Special Agent for the U.S. Federal Bureau of
Investigation (FBI), with twelve years of experience
in counterterrorism, and was the chief of the Domestic
Terrorism/Counterterrorism Planning Section in the
FBI at the time of his retirement. That component
was responsible for Weapons of Mass Destruction (WMD)
response operations.
More recently, Mr. Blitzer used his operational
expertise in his role as a Deputy Assistant Secretary
in the Office of Public Health Emergency Preparedness
at the U.S. Department of Health
and Human Services (HHS). In that position, he
participated in a number of national policy development
matters such as the National Response Plan and
the National Incident Management System. He also
provided leadership and support for preparations
and response to imminent threats to public health
such as the U.S. Federal Government's
response to the severe acute
respiratory syndrome (SARS) threat, as
well as other public
health emergencies, including the hurricanes
that occurred in 2005 and 2006 in Florida and along
the Gulf Coast. He has extensive
experience in developing and implementing complex
interagency policies, procedures, organizational
approaches, training, and exercises relating to
the WMD and Critical
Infrastructure Protection (CIP) programs. On
behalf of HHS, he managed the emergency response
planning for national special security events,
including the 2004 Olympic Games in Greece, the
Democratic and Republican National Conventions,
and the 2005 Presidential Inauguration.

In his new role, Mr. Blitzer will fulfill the
mission of the firm's clients by assisting with
ICF's work in pandemic
counterintelligence—working
to identify future needs to ensure continuity in
emergency preparedness and playing a key leadership
role in planning for responses to epidemics as
well as other disasters.
