ICF Caliber Announces the Hire of
Dr. Brian O'Connell

Expert in Federal Intelligence

FAIRFAX, VA, July 10, 2006 – ICF Caliber announced today that Dr. Brian O’Connell joined the firm as a vice president focusing on the U.S. Intelligence Community (IC) sector. With more than 11 years of experience, Dr. O’Connell is well-suited to increase ICF’s focus on national security and intelligence. He also will apply the substantive human capital, technology, and policy expertise for which ICF is known. Prior to joining ICF, Dr. O’Connell was a principal research scientist at Washington Research Center, American Institutes for Research.

"Brian has a wealth of knowledge and experience managing projects with key players in the national security sector, including the Central Intelligence Agency (CIA), National Security Agency (NSA), Defense Intelligence Agency (DIA), and National Geospatial Agency (NGA)," says Gerald Croan, an executive vice president with ICF Caliber. “We look forward to utilizing his expertise in workforce analyses, training evaluation, and strategic workforce redesign to further develop our national security business.”

Dr. O’Connell previously distinguished himself as a manager of selection systems at a major national insurance company. He was responsible for managing the operations of seven different assessment centers, developing and managing a selection systems budget, and ensuring that the performance of the selection systems was in accordance with the overall plan for the department.
