ICF International Awarded
US$2.5 Million Contract to Support the Transportation Security Administration's Registered Traveler Program

Program To Expedite the Screening Process
for Frequent Travelers

FAIRFAX, VA, July 17, 2006 – ICF International announced today that it has been awarded a two-year contract worth up to US$2.5 million with the Transportation Security Administration's (TSA) Registered Traveler (RT) Program. Under this contract, ICF and its teaming partner Deloitte & Touche, LLP, will document the standards that will be adopted by the RT Program. The ICF Team will work with TSA’s Office of Transportation Threat Assessment & Credentialing to establish these standards as the Verification and Validation (V&V) criteria for the program.

Bringing together our knowledge of federal and commercial security best practices, program management, and our deep understanding of transportation security issues, the ICF team is exceptionally qualified to support this essential TSA program."

The RT program is a voluntary public-private partnership fully funded by user fees paid to service providers. Participating service providers will collect both biographic and biometric information from applicants and issue smart card identification embedded with this data. The relevant information will be sent to TSA for a threat assessment. After the applicant passes the security screening, the smart card will be activated in the RT system. Once the program is live, Registered Travelers will present their smart card at designated RT airport security checkpoints to verify their identity and allow them to move more quickly through airport screening.

Due to the complexities of establishing an interoperable nationwide system, the RT program requires a comprehensive security framework which provides end-to-end protection of RT data and consistency in the application of RT enrollment and screening processes by its partners. Once established, ICF will develop the business processes used by TSA to certify participating service providers for the V&V portions of the program.
