ICF Consulting Receives $3 Million Award to Assist Multi-Family Affordable Housing

Energy Action Partnership Works to Reduce Energy Costs

SAN FRANCISCO, CA, April 13, 2004 - ICF Consulting has been awarded a contract to help improve energy efficiency and reduce energy costs for multi-family affordable properties through Energy Action, a partnership funded by California ratepayers under the auspices of the California Public Utilities Commission (CPUC). This program is a continuation of one that was funded for almost $2 million and began in late 2002.

Through this $3 million, 22-month contract, ICF Consulting housing and energy professionals will work with other partners to provide a comprehensive portfolio of technical, financial, and training services to owners, managers, and developers of privately-owned, multi-family, affordable housing in Pacific Gas and Electric (PG&E) Company’s service territory. The area covers most of northern California and the Central Valley . These services include facility energy assessments, detailed energy analyses, on-call diagnostics, operations and maintenance training, group purchasing assistance, financial incentives including prescriptive and customized rebates, bridge financing and zero interest loans, and utility bill tracking software.

“Energy Action began as a small idea among ICF Consulting and some devoted housing advocates,” says Val Jensen, a Vice President and head of ICF Consulting’s San Francisco office. “It has grown into a project that serves more than 50,000 units. On average, owners and managers realize more than $10,000 in annual savings through energy efficiency improvements we have identified. It has been a rewarding experience, and we are fortunate to lead a partnership of dedicated individuals who care about getting more benefits and more affordable housing for a market that has been under-served in the past.”

Energy Action was formed in an effort to combat skyrocketing utility costs and the California energy crisis. The Energy Action partnership includes:

  • ICF Consulting
  • Non-Profit Housing Association of Northern California (NPH),
  • Local Initiatives Support Corporation (LISC)
  • Strategic Energy Innovations (SEI)
  • Center for Energy and Environment (CEE)
  • California Coalition for Rural Housing (CCRH)
  • GRID Alternatives
  • kW Engineering
