Expert to Strengthen Services to Energy Industry
HOUSTON, TX, August

Consulting announced today that James (Jimmy) Glotfelty has
joined the firm as Vice President, Energy
Markets. Glotfelty
has more than ten years of experience in both the public
and private sectors and is a well-known expert in electric
transmission and distribution, generation, energy policy,
and energy security. He will be based in ICF
Consulting’s
Houston office.

Mr. Glotfelty recently left the U.S. Department of Energy
(DOE) where he was the Director of the Office of Electric
Transmission and Distribution, a $100 million per year electricity
transmission and distribution (T&D) research and development
program. Mr. Glotfelty also was the lead U.S. representative
to the joint U.S.-Canadian Power System Outage Task Force
investigating the Blackout
of August 2003.
While at DOE, Mr. Glotfelty worked extensively with utility
CEOs and senior management in the electric power and energy
sectors. He led teams that focused on researching T&D
technologies, gaining Presidential permits for cross-border
transmission lines, studying the impacts of Regional Transmission
Organizations (RTO), identifying major transmission bottlenecks
in the U.S., and securing the critical energy infrastructure
in the U.S.
Earlier in his government career, Mr. Glotfelty served
as the senior policy advisor to U.S. Secretary of Energy
Spencer Abraham, and was the energy Policy Director to then
Texas Governor George W. Bush and Legislative Director to
Congressman Sam Johnson (R-TX). In addition, he was the Director
of Government and Regulatory Affairs for Calpine Corporation
in Houston, Texas. While at Calpine, Mr. Glotfelty managed
a 14-state region for government and public affairs where
his responsibilities included managing all media contacts,
negotiating interconnection agreements for new power plants,
and participating in state and federal regulatory proceedings.
Mr. Glotfelty served as the co-chair for the
Consortium for Electrical Infrastructure to support a Digital
Society and the SECA Transmission Forum, and served as a
member of the Harvard Energy Policy Group, the Aspen Institute
Energy Forum, the Keystone Energy Forum, and the White House
Task Force to Streamline Permitting. He has been a keynote
speaker at many industry conferences.
