Expert in Transportation and Land Use Policy
WASHINGTON, DC, April 1, 2004 - Will Schroeer is now a Vice President with ICF Consulting. Mr. Schroeer leads ICF Consulting’s “Smart Growth” work, helping communities benefit, rather than suffer, from growth—economically, socially, and environmentally. He also contributed extensively to ICF Consulting’s work in commuter choice, transportation demand management, and freight. Mr. Schroeer has more than 14 years of experience designing and directing transportation and land use policy evaluations for government, nonprofit, and private clients. His standing in the field is reflected by his more than 20 peer-reviewed publications and numerous other published works.
Mr. Schroeer joined ICF Consulting in 1999. Prior to coming to ICF Consulting he was a Manager at Apogee Research/Hagler Bailly, and an Economist and Transportation Group leader for the U.S. Environmental Protection Agency (EPA) Office of Policy, Planning, and Evaluation. He has received numerous awards, including:
- 1996 National Planning Award from the American Planning Association, for Transportation Planning for the “Making the Land Use, Transportation, and Air Quality Connection (LUTRAQ)” project
- German Marshall Fund Environmental Fellowship, 1997, for “Integrating Europe 's National Freight Policies with National Environmental Goals”
- EPA Service Medal for contributions to the U.S. Climate Change Action Plan in 1993
- EPA Service Medal for contributions to “Forests for the Future Initiative,” the U.S. proposal at the Rio de Janeiro United Nations’ Earth Summit in 1992
- Tim Matzke Award for best analyst from the EPA Office of Policy, Planning, and Evaluation in 1991
Mr. Schroeer holds a M.P.P., Environmental Policy, Kennedy School of Government, Harvard University , and a B.A., Political Science, Magna Cum Laude, Carleton College. In addition, he holds a Public Transportation Service and Planning Certificate, Massachusetts Institute of Technology.
