Issued through DOL’s Center for Program Planning and Results (CPPR), the overall objective of the Program Evaluation Blanket Purchase Agreement (BPA) is to enhance program performance by identifying needs and developing innovative solutions to improve efficiency and effectiveness. Support provided by the ICF team will facilitate DOL’s ability to respond to external reporting requirements relating to GPRA, PMA, and the Office of Management and Budget’s (OMB) Program Assessment Rating Tool (PART), and will enable DOL agencies to continuously improve mission performance. Benefits include:
- ICF services under the BPA are available across DOL agencies.
- The BPA provides centralized and streamlined ordering of services through CPPR.
- Task orders may be Firm Fixed Price, Time and Materials, or a combination.
- The BPA also provides for non-competitive award under certain criteria.
