The Joint Electronic Commerce Program Office
needed to develop a single, electronic system
for the U.S. Department of Defense (DoD) that
would allow users to view, access, and order
from DoD catalogs. Given the complexity of
transactions, the system needed to support
more than the standard "shopping cart" idiom
of electronic commerce. ICF International developed
a customized framework for collaborative commerce
using a combination of "off the shelf" and
open source software. The framework allowed
for communication between stakeholders during
a transaction, configurable access control,
and delivery of awards to EMALL's order management
system. Custom features supported by the system
include the need to communicate with suppliers
who build items on demand; order recurring
facilities services against existing contracts;
and complete business requiring input from
multiple stakeholders. Because of the custom
system configuration, additional applications
can be deployed quickly and the team's source
code is easily maintained. We have also performed
business process modeling and software implementation
of specialized procurement processes for other
agencies including the Naval Facilities Engineering
Command and the State Department. Learn about

Grants Management System (GMS) Design and Development
Office of Justice Programs (OJP), U.S. Department of Justice
ICF International currently serves as the lead integrator for GMS for the DOJ/OJP Office of the Chief Information Officer. Since 1999, ICF International has helped OJP develop, upgrade, and maintain its Web-based GMS. This system (in production since 2001) receives, processes, and supports awards for more than 10,000 applications and more than $5 billion annual awards and payments.
Initially asked to perform system studies and craft the initial database design, ICF International was then engaged to build specific system modules Our role was later expanded to re-architect and develop both the GMS External (Front Office) Interface and the GMS Internal System (Back Office) and expand system functionality. These efforts have incorporated XML, SOAP, and other technology and data standards that meet or exceed the business case architecture proposed for E-Grants.
The OJP GrantsManagement System was awarded the E-Gov 2003 Explorer Award for outstanding innovations in E-Government. GMS was also a Finalist in the Excellence in Government Awards in 2002.

ICF International is helping the U.S. Navy create
a solution for fleet-wide information availability,
including sharing information with forces afloat.
Our Collaboration at Sea (CAS) solution was
designed to be a secure, centralized, content-driven,
integrated Web-based information system serving
all 12 Battle Groups and 12 Amphibious Readiness
Groups. CAS supports information-sharing operations
while accommodating Navy-specific browser limitations
and bandwidth restrictions. With ICF International's
help, the U.S. Navy keeps its data current
and easy to maintain by moving information
sharing to a Web-centric method of battle group
operations. Sailors no longer have to wait
for the next presentation—the information
they need is available at their fingertips.

Federal Lead-Based Paint Program
U.S. Environmental Protection Agency (EPA)
ICF International developed a database system for EPA to electronically track the applications received as part of the FLPP. The online system on EPA’s intranet enables program staff and contractors to more efficiently process the applications, determine the status of applications, search for applications, support the re-certification process, and generate reports containing certification information. Work included the design, development and rollout of a software system, as well as supporting activities such as providing training, documentation, and conversion of historical data.

Lead Listing Web-Based System Development
National Lead Assessment and Abatement Council
The National Lead Service Providers’ Listing System was developed to help consumers locate qualified lead service providers, including inspectors, risk assessors, abatement contractors, and renovators, trained in lead-safe practices. The National Lead Assessment and Abatement Council wished to provide information to the public on organizations who provide lead services to ensure compliance with U.S. Housing and Urban Development (HUD) regulations. ICF International developed a Web-based system that provides parents, landlords, and real estate professionals, with an effective means of identifying trained lead service providers to help prevent childhood lead poisoning. The resulting National Lead Service Provider Listing System, powered by Lotus Domino, addresses the need for a time-sensitive system to help the public comply with the Residential Lead-Based Paint Hazard Reduction Act of 1992.

United Nations Global Compact
The United Nations (UN) had multiple and dispersed Web content managers all around the world trying to work together to manage the UN
Global Compact Web site. The Global Compact is a working relationship among UN agencies, corporations, and advocacy groups to address the issues of environmental principals, job security, and human rights. The UN needed to streamline the content management process in the most cost effective way. Recognizing that content is everything on the Web, ICF International applied Web-based workflow tools that ensure only high-quality, approved content is published. This new technology, part of ICF International's WebAssist®, provides clients with a powerful development platform while reducing the cost of updating and maintaining content. ICF International's WebAssist® also includes a Discussion Factory SM that allows client staff to easily create open-ended or mediated, on-line dialogues with a variety of participants. This cost-effective solution enables content experts from UN agencies scattered around the globe to quickly update the site with only high-quality, approved content without Web development or HTML skills. |
