GMS offers an end-to-end solution designed with the flexibility to meet your agency’s specific needs. It is a full life cycle grants management solution enabling your grants application and management processes to seamlessly integrate with your back office information systems and processes.

The system is currently used at two major federal agencies—the U.S. Department of Justice (DOJ), Office of Justice Programs (OJP), and Department of Homeland Security (DHS), Office of Domestic Preparedness. For the GMS developed for DOJ OJP, ICF International was awarded the E-Gov 2003 Explorer Award for outstanding innovations in E-Government and was a Finalist as part of a team for the Excellence in Government Awards in 2002.

The ICF International GMS is Web services enabled to integrate with your rules, procedures, and systems. It automates grants processing and provides a standardized comprehensive system to support grants management, saving time in the application, review, approval and notification processes. It can also track post award activities and support post award reporting requirements. Benefits of the system include:

Grantees access application and and guidance via a Web browser.

Core or base functionality include application generation/presentation, award generation, search, and audit trail. Using our role-based system, a grant-making agency can define a customized life cycle through a set of administrative functions that allow an agency to customize the process flow for each grant solicitation. Grant management processing includes:

  • Progress reporting

  • Award notification

After the application has been submitted by the Grantee, it appears in the Internal Grants Management System. A Grant Manager is assigned to the application and oversees its processing.

The system has been in production since 1999, is highly reliable and secure, and supports Federal Enterprise Architecture standards. It has been used to process thousands of grant applications, submitted by hundreds of users—more than $7 billion in grants in Fiscal Year 2005. It is being considered as one of the U.S. Federal Government’s Grants Management Line of Business back-office solutions for the Office of Management and Budget
