ICF International provides performance management services that help organizations promote growth, initiative, performance, and accountability.



ICF International's performance management services range from establishing performance metrics to facilitating the transition to a pay-for-performance environment to designing sophisticated performance management systems.

ICF helps public and private sector organizations improve their processes to select, manage, and evaluate the performance of their investments in programs, services, and human capital. Performance metrics and outcomes that extend beyond traditional financial metrics must be established, incorporated, and evaluated periodically to determine appropriate strategies and gauge the impact of results on objectives and strategic mission.

ICF offers the following performance management services to help organizations meet these challenges:

  • Performance Measurement—ICF experts help organizations establish performance metrics and implement performance measurement systems to "set their courses," assess their progress, calculate return on investment, and achieve organizational goals.

  • Pay for Performance—ICF has the experience, tools, and expertise to help organizations navigate the often turbulent waters of change associated with the introduction of pay-for-performance systems, a major cultural change for the U.S. federal workforce and others. ICF helps managers effectively address the problems that accompany a major workplace change and communicate changes to their workforce for understanding and acceptance.

  • Performance Management Systems—ICF is proficient at establishing performance management systems and tools that contribute to organizational success, including the development of clear job descriptions, processes to select appropriate individuals to fill those jobs, the development of clear performance standards, the availability of effective training and employee development opportunities to address performance gaps, ongoing coaching and feedback, effective compensation and recognition systems, and meaningful exit interviews.

  • Federal Program and Agency Performance Measurement and Monitoring—ICF experts help federal agencies comply with the requirements for setting, measuring and reporting on performance goals, such as the Government Performance and Results Act (GPRA), the President's Management Agenda (PMA), and the Program Assessment Rating Tool (PART). The passage of the Government Performance and Results Modernization Act of 2010 further underlines the federal commitment to agency accountability for performance, requiring agencies to set measurable performance goals and to post performance updates on a public website.
